About ITS Roads
A team of engineers and innovators who integrate proven and emerging technology to build systems for improved mobility. From concept design to system operation, we work on projects that reduce travel delay, improve roadway safety and curb harmful emissions.
Bridging network and transportation infrastructure with data-driven technology
ITS Roads provides engineering, design, consulting and oversight services to public agencies and commercial groups to create new solutions, overhaul legacy systems and extend product lifecycles. Federal policymakers have relied on our experts for technical standards, security best practices and interoperability policy. State and local DOTs hire us for analysis of current systems and connected and automated vehicle roadmaps. From concept through operations and maintenance, our staff understands the full technology lifecycle, and our solutions emphasize performance and reliability.
The firm was founded in Virginia in 2015 and operated independently through 2019, when its business and staff were acquired by a national engineering firm, where our principal led the emerging-technologies practice. ITS Roads was re-activated in 2023 and has operated independently since, with that firm remaining a teaming partner on tolling and transit pursuits.
We are solutions-oriented. We help our clients achieve their best by taking ownership of the outcome: system design, prototypes, procurement and vendor management, delivery, deployment and live monitoring, run with the systems engineering V-model and delivered with agile sprints.
Tagline since day one: moving smarter, leveraging data, driving policy.

Twenty-eight years of mission-critical transportation technology, in one firm
Tolling
Our engineers have designed, built and operated electronic and open road tolling systems on the I-95 corridor, in Florida, California and the Mid-Atlantic, from lane and plaza hosts to 99.999 percent back-office architectures, and now advise agencies on next-generation toll system procurements.
Connected and automated vehicles
Our team ran the federal connected-vehicle test facility at FHWA's Turner-Fairbank Highway Research Center, co-authored USDOT's fourth-generation DSRC roadside unit specifications, led SCMS field testing and built the first CARMA automated-vehicle fleet before bringing that experience to state and city deployments.
Networks and data centers
The firm's roots are in designing and operating some of the first commercial data centers in the United States. That discipline, with documented networks, redundancy and monitoring, is applied to every roadside cabinet, hub and cloud platform we deliver today.
Leadership: the firm is led by its founding principal, a systems and solution architect recognized with the ACS/Xerox Excellence Award, whose published work was cited by the U.S. Government Accountability Office in its assessment of vehicle-to-infrastructure deployment and who co-authors research presented at the Transportation Research Board.
A small core team, a deep bench
Core team
Project management, safety and quality leadership with civil engineering and construction-management background; a field lead with more than 25 years in fiber, low-voltage and DOT field cabinets; and specialist engineers and technicians engaged per project. Crews scale to six as required.
Licensed trades
A Virginia Class B master electrician subcontractor, traffic-control, rigging, fiber and data-center moving partners work under our management so that we can prime small and mid-size projects and deliver complete systems.
Teaming partners
We serve as the engineering subconsultant to national firms such as RS&H on tolling and transit programs, as systems integrator and delivery team to technology companies such as Cavnue, Streetline and ZDEVCO, and as a supplier on state MSP marketplaces. We bring partners in; partners bring us in.
Transportation
